Why encode HTML entities?

To show code or user text in a page without the browser reading it as HTML, which also prevents cross-site scripting.

Which characters must be escaped?

& and < always; > and quotes inside attributes. The encoder escapes all five.

Should I encode accented letters?

Not with UTF-8 pages. Use the full mode only for systems that can't handle UTF-8.

What is the difference between &amp; and &#38;?

Both are the & character: the first is a named entity, the second a numeric one.
